Medkit_Heal uses the MEDKIT_FUNCTION trigger, which is a special case and is therefore allowed to use "{}". For your spell version you'll have to do what I did in Rookie's Tale: Use the trigger text to do the casting part, e.g. "[name] casts a healing spell." followed by the effect text on the target. e.g. "[name] is healed."
See the bottom of the core game's special_abilities.xt file for a reference to the current values of valid string variables for each trigger and effect. "actor1" refers to the first actor, which uses "[]" delimiters, while actor2 is only for a few special cases, and uses the same variable names except with "{}" delimiters. You can also reference those charts for the values of %1/%2/%3, where valid.

Here is a Version for 8.5 adding an small garrison. It spawns only occasional as it's drawing a lot from other areas and has some higher level of difficulty (those Crossbowarchers are deadly as hell, but i somehow like them.) The only thing i'm not sure about is the text of the Commander at the beginning. Attachments:

I don't know if I'd call 3x3 "small" by X@COM standards since it's a quarter of the map, but I saw it earlier while helping find your bug and it's nice. I'll upload the new version once someone else tests this as well to make sure everything's working as intended.

Redownloaded and refreshed until I managed to get a fort to spawn. The commander's text could do with some rephrasing, but I didn't hear it. I'd suggest this text instead of the current one:
Orcs incoming? NOW, while half of my men are on a mission!? SEAL THE GATE! BARRICADE THE DOORS! MAN THE TOWERS! STRIKE THEM DOWN! (It's halberd, not helberd, by the way ;p [You also kept the scythe text; as a result I ran around reaping people with it.]) Also, holy shit it's rare. Only a 10% chance for it to be allowed to spawn.
As for my game, I had it about as good as I possibly could. There was a graveyard next to the garrison, and when my warlord smashed through the door lo and behold, there was a ceremonial dagger lying right in front of him. Some adventurers came out to play, and once they were carved up I went on the rampage you can probably imagine. By the time the Knight showed up I had a small army of thralls; once he was dead I just swarmed in. The crossbowmen really messed them up, though. My momentum was checked when I couldn't move more than a few thralls through the gate at once, and soon my army was a few scattered survivors. Many of my living orcs panicked or died, and only an archer and the warlord made it into a corner where the crossbowmen couldn't shoot them (so I thought; the archer died next turn of a bolt to the back). The reinforced door didn't hold up to a maul, though, so armed only with the dagger, his maul and his burning hatred, the warlord charged onto the battlements with a battle cry on his lips. The door on the first corner had been broken by a crossbow bolt, so the three archers in that area all had access to the warlord. He cut them down, though, and when one returned as a thrall he used it as a shield and charged the next tower. The creature took three bolts for its master before returning to death, but it was enough; the warlord burst through the door and took another archer by surprise. He, too, returned to unlife, but the warlord's luck had finally ran out, and an archer from the central tower slew him with one well-placed bolt. All was not lost, though. The Elder, wounded but alive, rallied himself and, instead of accepting the loss of the rest of his kin and retreating, took up the nearest sword and charged into the fray. Finding his dead warlord and the aimless thrall, he donned the warlord's armor and claimed the title of warlord as his own. Then Adam Blake cut him in twain with a greatsword. Live and learn, I guess.

Silly me for not reading correctly. Should be better now. The commander's speech is one of the first things you get to read when you end your turn the first time. I'll use your text as i know i'm not very good in such things. As for that 10%: I wanted it to be rare, as you could see it's a good part more difficult and you have to think, how you can approach it without too many losses. I have a hint, but i'll spoiler it, if someone wants to find out himself: You could use those fuming vials.
